      1 RULES
      1.1 Racing will be governed by the Racing Rules of Sailing (RRS 2009 – 2012), the IRC 2011 Rule, the ISAF Offshore Special Regulations 2010/11 for Category 4 (except as modified by clause 5 in the Notice of Race).   In the case of conflict these Sailing Instructions will prevail.
      1.2
        Yachts shall comply with ABP Southampton Notice of Mariners No. 03 of 2011 – concerning the Thorn Channel Precautionary Area which shall rank as an obstruction for the purposes of RRS 18 and 19.   Yachts shall take note of Southampton Harbour Bye Laws 10 & 11 and also Notice to Mariners issued by QHM Portsmouth concerning movements of Vessels constrained by their draught.
      1.3 Yachts shall also avoid close quarters with any commercial vessel. This information will be posted on the Official Notice Board at Cowes Yacht Haven.
      1.4
        Any yacht reported for infringing SI No 1.2 or 1.3 will be disqualified without a hearing. (Amends RRS 60.2)
      1.5 Yachts shall not anchor or kedge within the area between Stone Point and Gurnard Bay indicated in the Admiralty Chart 2040. Gas and water pipes, telephone and electricity cables lie on the surface of the seabed within this area (see illustrated chart accompanying these SIs).
      1.6
        Yachts, in whatever direction they are racing, shall not pass:

        1) North of the barrier off Durns Point, east of Lymington.

        2) North of Horse Sand Fort.

        3) South of No Mans Land Fort

      1.7
          All yachts may be subject to measurement by an official BCYC measurer with respect to their IRC certificate and observance of IRC Rule 21.1.5   
      1.8
        All yachts shall hold a valid IRC Rating Certificate to compete in the Race.
      2. COMMUNICATIONS 
      2.1 Signals made ashore will be displayed from the Flagstaff in Cowes Yacht Haven.  Signals made ashore will be repeated on the flag-spar on the Main Committee Vessel “Bonnie of Dartmouth” whilst she is berthed in Cowes Yacht Haven.
      2.2
        IC Flag AP over AP with two sound signals means racing is postponed and Yachts are advised not to leave harbour. The Warning Signal will be made not less than 60 minutes after one IC Flag AP has been lowered with one sound signal.
      2.3

      Notices to competitors will be posted on the Official Notice Board (ONB) located on the left-hand side of the approach to the entrance to the showers in Cowes Yacht Haven (CYH)

      2.4
          All communications between competitors and the race committee on the water shall be on VHF Channel 72. The call sign of the race committee shall be ‘CLASSICS COMMITTEE’.
      3.  CLASSES, CLASS FLAGS AND PENNANTS

      3.2 Whilst racing each Yacht shall fly the appropriate Class Pennant and a Panerai Pennant on her backstay in a clearly visible position.

      5.  COURSE INSTRUCTIONS
      5.1

        The course to be sailed will be.

      No Mans Land Fort (S)
      Bembridge Ledge Buoy (S)
      St Catherines Point (S)
      Needles Light House (S)
      Gurnard Buoy (S)
      Finishing between Prince Consort (P) and  
      a Panerai Laid Mark (S)

      6. STARTING PROCEDURE
      6.1
        The Race will be started using the (10 – 5 – 1 – Go) procedure. This changes RRS 26.
      6.2
        Yachts will all start together regardless of Class.
      6.3

        Committee Boat line START LINE

      The Starting Line will be between a staff flying an orange flag on the Committee Boat positioned inshore of SNOWDEN buoy and SOUTH BRAMBLE Buoy which is the Outer Limit Mark. Yachts shall start from West to East. 
      SNOWDEN buoy will be the inner limit mark for the start line and must be passed to Starboard.

      6.5  

        Recalls.

      A Yacht which is on the course side (OCS) at her starting signal will be given a time penalty of 3%.   Yachts shall not attempt to return as this will not remove the penalty. (This changes RRS 29.1.)  Any Yacht OCS prior to their one minute signal will be penalised by a greater amount at the discretion of the race committee.. Yachts may be advised by VHF Channel 72  if they are OCS  prior to  the one minute signal.

      6.6 Late Starting. A Yacht starting later than 20 minutes after her starting signal shall be scored Did Not Start (DNC).
      7.  FINISHING
      7.1 The Finishing Line will be between a PANERAI inflatable mark laid  near Snowden Buoy and the Prince Consort Buoy, leaving Prince Consort to Port.
      7.3 Immediately after finishing all Yachts are requested to clear the finishing line and keep well clear of other Yachts still racing
      7.4  All Yachts are requested to note their finishing times together with the name of the yacht ahead and astern. This information shall be made available to the race committee on demand.
      8. PENALTY SYSTEM
      8.1 RRS 44 and RRS 31.2 will not apply. A Yacht that may have broken a rule of part 2 while racing or that has broken RRS 31.1 may take a Time Penalty unless she has caused serious damage or gained a significant advantage in the race or regatta in which case she shall retire.  The Time Penalty will be to add 2% of her elapsed time to her elapsed time, rounding the increased time to the nearest second.
      8.2 A Yacht that intends to take a time penalty shall display a yellow flag at the first reasonable opportunity and keep the flag displayed until she has finished. At her finish she shall also inform the Race Committee on VHF Radio Channel 72 that she is taking the penalty.
      8.3  When a Yacht intends to take a Time Penalty for breaking a rule of Part 2 and in the same incident has touched a mark she need not take the penalty for breaking RRS 31.1.
      8.4 A yacht that takes a penalty shall not be penalized further with respect to the same incident unless she failed to retire when this sailing instruction required her to do so.
      8.5 A Yacht shall not be scored as having finished outside a time limit solely by the application of a Time Penalty.           
      8.6  A Yacht involved in a protest who acknowledges an infringement of a rule of part 2 prior to the hearing shall receive a penalty of 4% of her elapsed time.    
      9.  TIME LIMITS
      9.1 The Time Limit will be 2100 hrs
      10. RETIREMENT
      10.1 A Yacht that has retired SHALL inform the Race Committee on VHF Channel 72 at the earliest opportunity or inform Race Control on Tel: 07740 768 851
      11. PROTESTS

      11.1

        All Yachts shall notify their intention to protest to the Committee Vessel on conclusion of the race concerned and await an acknowledgement. Failure to do so will render any subsequent protest invalid.

      Protests shall be made on forms available from the Regatta Race Office on Cowes Yacht Haven and delivered to the Regatta Race Office within 90 minutes of the yachts finishing time.
      Protest time will cease at 2200 hrs or 2 hours after the last finished yacht whichever is the earlier.

      12. 

      RESULTS

      Results shall be posted on the Official Notice Board at Cowes Yacht Haven as soon as possible after the racing has been completed.  Results may also be published on the BCYC regatta web site as soon as practical.
      14.

      PRIZES

      Prizes will be awarded See Official Notice Board.

      Race Awards will be presented at the Prize Giving Dinner to be held at the Royal Corinthian Yacht Club on Friday 22nd  July 2011.  See Official Notice Board for final details.

      15.

      INSURANCE

      All Yachts shall hold a current certificate of insurance which covers them during the period of the Regatta, for Third Party Claims of not less than £2,000,000 Sterling.

      16. DISCLAIMER OF LIABILITY
      16.1
        To the extent permitted by law, the Organising Authority and race Organisers shall not be liable for any loss, damage, death or personal injury howsoever caused to the owner/competitor, his skipper or crew, as a result of their taking part in the race or races. Moreover, every owner/competitor warrants the suitability of his Yacht for the race or races.
      16.2
        The safety of the Yacht and her entire management including insurance shall be the sole responsibility of owner/competitor who must ensure that the Yacht is fully found, thoroughly seaworthy, manned by a crew sufficient in number and experience who are physically fit to face bad weather. The owner/ competitor must ensure that all safety equipment is properly maintained, stowed and in date and that the crew know where it is kept and how it is used.
      16.3
        Neither the establishment of these conditions, nor their use by the Organising Authority and Race Organisers in any way limits the absolute responsibility of the owner/competitor. The crew are nonetheless advised to satisfy themselves as to the experience of the skipper and the adequacy of all safety equipment and insurance arrangements.
